Most 'best Shopify agencies' lists are written by agencies that rank themselves first and leave out the one thing a smaller merchant needs to know: whether the agency will take the job at all. This list is also written by an agency, and we also rank ourselves first. The difference is that every entry below states the published price, the traffic or revenue floor, and the partner tier, with a link to where we found it, so a store doing under $2M a year can shortlist in ten minutes instead of booking five discovery calls.
Disclosure: Thought Bulb wrote and maintains this list and appears at number one. No agency paid for inclusion or placement, and none were contacted for this article. Prices, minimums, and partner tiers were checked on September 3, 2026 against each agency's own website, its Clutch profile, or the Shopify Partner Directory. Agencies change pricing without notice, so treat the numbers as a starting point and verify before you sign.
How we ranked
The ranking is for one buyer: a Shopify store with under $2M in annual revenue and usually under 10,000 sessions a month that needs design, development, CRO, or a migration done well without an enterprise budget. Three things decide the order.
- ✓Will they take the work? An explicit revenue or traffic floor above the buyer's size moves an agency down, however good it is.
- ✓Is the price public? A fixed-scope offer with a published number ranks above 'book a call', because it lets a small store budget before committing time.
- ✓Is there proof at this size? Case studies and reviews from stores of a similar scale count more than enterprise logos.
1. Thought Bulb
Thought Bulb is a Shopify design, development, and CRO studio founded by Robin Singh in Warsaw and working with brands in Europe, the UK, and North America. It is a Shopify Partner, not a Plus or Platinum agency, and that is the point: the work is priced for stores that Plus agencies decline. There is no revenue or traffic minimum.
- ✓PDP CRO sprints from $1,500, combining HiveSense revenue-leak analysis with scoped implementation
- ✓WooCommerce to Shopify and Shopify to WooCommerce migrations from $5,000, including SEO URL mapping, redirects, app replacement, and launch QA
- ✓Fixes, custom features, and fractional development support billed per task or sprint rather than as a retainer with a monthly floor
- ✓Three Shopify apps built in-house (Smart Bundles, TB Dynamic Pricing, Cart Rocket), which is unusual for an agency at any size
- ✓Public proof: 4.9 out of 5 across 100+ Shopify project reviews, with named brands including Peptology Labs, Keyes Hunting, Hey Happy Dog, and Tribu Eyewear
Where it falls short: no Clutch profile yet, a small team, and no enterprise ERP or B2B integration practice. If you need SAP connected to Shopify Plus across fifteen markets, look at Shero or Eastside Co below.

Thought Bulb Shopify CRO sprints →2. Arctic Grey
Arctic Grey is a New York Shopify Platinum partner built for enterprise D2C, B2B, and POS work, with named clients such as Olaplex, IPSY, BarkBox, and Lids. It ranks second here for one reason: it is the only large agency that sells productized entry points a small store can actually buy.
- ✓Store audits at $99, $399, $999, and $8,000, with the fee credited against later work
- ✓A gamified cart drawer at $1,995 with white-glove install and a 30-day guarantee
- ✓A speed optimization retainer at $1,999.95 every four weeks
- ✓Free five-day 'Test Drive' prototype store and free migration quotes
- ✓Full builds and migrations are quoted; third-party listings put the project floor around $25,000
Where it falls short for a small store: the audit at the $99 tier is a templated report, the blog has not been updated since late 2025, and everything beyond the productized add-ons is priced for brands well above $5M.
Audit tiers, turnaround times, and the credit-back terms are on the audit page.
Arctic Grey audit pricing →3. Blackbelt Commerce
Blackbelt is a founder-run New York Shopify Plus partner that positions itself as CRO-first for DTC brands doing $1M to $5M. It is the most transparent agency on this list about what it charges, which earns it third place even though its floors exclude the smallest stores.
- ✓Conversion audit at $997: a 100-point manual review, 25-page report, and 90-day roadmap, credited if you hire them within 30 days
- ✓Store builds from $5,000, with 'revenue-optimized' builds at $10,000 to $15,000 and 'built for scale' at $25,000 and up
- ✓CRO retainers from $5,000 to $15,000 per month; general retainers from $3,000 per month
- ✓Stated floors: about $30,000 in monthly revenue for the audit, and roughly 10,000 sessions per month for CRO
- ✓178+ five-star reviews and a 5.0 partner rating
Where it falls short: most published case-study wins are organic traffic gains rather than tested conversion lifts, and the service menu stretches into photography and social media, which dilutes the CRO focus.
Blackbelt publishes its own retainer rates, which is rare enough to be worth reading.
Blackbelt Commerce pricing →4. Blend Commerce
Blend is a UK-founded CRO specialist with US and Australian phone lines, a trademarked Buy Trifecta framework, and the most consistent content engine in the group. Its homepage says projects start at $3,500, which is a fair entry point, but its A/B testing work assumes about 50,000 sessions a month.
- ✓Projects from $3,500; CRO audits deliver 40+ recommendations in three to five weeks, price on request
- ✓A/B testing requires roughly 50,000 monthly visitors according to the agency's own FAQ
- ✓Twelve time-boxed case studies and a public library of individual test results
- ✓Named CRO Agency of the Year in 2026 at a global awards program
- ✓No Shopify partner tier stated anywhere on the site
Where it falls short: the traffic floor means most stores under $2M cannot use the core service. The content is almost entirely CRO theory, with little on theme development, apps, or migration.
The audit scope and the traffic requirement are on the CRO audits page and the FAQ.
Blend Commerce CRO audits →5. Charle
Charle is a London and Manchester Shopify Plus partner whose client mix, per its Clutch profile, is about 40% small business. It has two productized retainers, HelpDesk for support and SiteLab for CRO, and one of the better free resource libraries in UK ecommerce.
- ✓No prices published on the site; third-party listings put typical retainers at £20,000 to £50,000 and the minimum project under $10,000
- ✓SiteLab CRO retainer recommends 10,000 or more monthly sessions
- ✓Eight ungated guides covering migration, SEO, checkout, and AI shopping optimisation
- ✓Named clients include Cambridge Satchel, 111SKIN, and Muc-Off
- ✓Only four Clutch reviews at the time of checking
Where it falls short: you cannot budget without a call, case-study detail pages are thin on numbers, and the newest 'agentic commerce' service has no published results yet.
SiteLab's four-stage process and the session guidance are on the CRO service page.
Charle SiteLab CRO →6. Netalico
Netalico is a Florida-based Shopify Plus Premier partner that publishes tiered retainer pricing, which puts it ahead of the 'book a call' agencies below. Its stated sweet spot is brands doing $2M to $50M, so a store under $2M is at the bottom edge of its range.
- ✓Retainers at $5,100 for 30 hours, $7,500 for 45 hours, and $10,000 for 60 hours per month
- ✓Hourly packages from $185 per hour, dropping to $165 at 100+ hours
- ✓Builds and migrations quoted from $25,000 upward according to the agency's own blog
- ✓5.0 rating from 42 reviews across the Shopify directory and Clutch; clients include Oatly and Big Green Egg
- ✓Portfolio is screenshots only, with no published results
Where it falls short: the cheapest retainer is $5,100 a month, there is no audit or sprint product under that, and there is no case study with a number on it.
Netalico's retainer tiers and hourly rates are on a single public page.
Netalico plans and retainers →7. Eastside Co
Eastside Co is a London Shopify Platinum partner with strong enterprise migration credentials, including DJI and multi-market SAP integrations. Its Clutch profile lists a $10,000 minimum project and a client mix that is majority small business, but its published retainer structure starts high.
- ✓No prices published; Clutch lists a $10,000 minimum and $100 to $149 per hour
- ✓Priority support retainers from 10 back-end hours or 30 front-end and design hours per month, hours do not roll over
- ✓Ecommerce Discovery Audit as the consultative entry offer, price on request
- ✓500+ Shopify stores built; zero Clutch reviews at the time of checking
Where it falls short: the 30-hour design retainer is roughly $3,000 to $4,500 a month at the listed hourly band before any project work, and the portfolio grid shows no outcomes.
Retainer hour bands and the account-management model are on the support packages page.
Eastside Co support packages →8. Shero Commerce
Shero is a New York Shopify Plus Premier partner with offices in London, Helsinki, and Tirana, built for brands with ERP, OMS, and B2B complexity. It publishes some of the best technical Shopify content of any agency, which is why it belongs on the list, but it is not priced for a small store.
- ✓No published pricing; engagements are fixed price by scope after a discovery audit
- ✓Migrations quoted at six to twelve weeks; Clutch cites a $400,000, ten-site engagement
- ✓CRO program runs two-to-four-week test cycles with roughly 1,000 visitors per variant as the stated threshold
- ✓Four free ungated tools, including an AI-crawler readiness check, and a 6,000-subscriber newsletter
- ✓Twelve case studies; only two reviews on Clutch
Where it falls short: for a store under $2M, every path leads to 'talk to a strategist', and design is a sub-bullet under growth services rather than a practice.
The five-phase CRO model and its traffic threshold are described on the CRO service page.
Shero Commerce CRO →9. Convertibles
Convertibles is a founder-run US CRO partner that publishes the most credible proof format in the group: per-test case studies with the variant, the lift, the significance level, and the dollars per month. It is last here only because it says plainly that it does not work with stores under $2M.
- ✓Retainer-only, two to four experiments designed, built, and shipped per month; pricing depends on scope
- ✓Stated client profile: Shopify Plus brands doing $2M or more per year, typically with $50,000 or more in monthly paid media
- ✓1,200+ tests run, 36 published case studies at 95% significance
- ✓Free five-minute video teardown, capped at ten per week
- ✓No third-party review platform or partner tier cited
Where it falls short: if you are reading this list, you are probably outside its stated client profile. Bookmark it for when you cross $2M.
Convertibles states its client profile and test cadence on the CRO agency page.
Convertibles Shopify CRO →What the floors mean in practice
Six of the nine agencies set a floor that most stores under $2M cannot clear: 10,000 sessions at Blackbelt and Charle, 50,000 at Blend, $2M in revenue at Convertibles and Netalico, and $10,000 to $25,000 project minimums at Eastside Co and Arctic Grey. The floors are not arbitrary. Split testing below about 10,000 sessions a month rarely reaches significance inside a quarter, and a 60-hour retainer cannot be sold for $1,500.
What that means for a smaller store is that the useful work is different, not cheaper versions of the same work. Research-led fixes, session-recording review, product page and cart fixes, speed work, and app-stack cleanup move revenue at this size without a test program. The agencies that will do that work for a published fixed price are the ones near the top of this list.
Questions to ask before you sign
- ✓What is the minimum engagement in dollars, and is there a traffic or revenue floor for this service?
- ✓Who does the work: a named developer, a pod, or an offshore team the account manager fronts?
- ✓Can you show one result from a store at my revenue size, with the before and after numbers?
- ✓What happens to unused retainer hours?
- ✓If I need a fix rather than a program, what is the fixed price for that?
Frequently asked questions
What does a Shopify agency cost for a store under $2M?
Among the agencies that publish prices, one-off audits run from $99 to $997, fixed-scope sprints and small builds from $1,500 to $5,000, and monthly retainers from $3,000 to $5,100. Full custom builds and migrations at the larger agencies typically start at $25,000.
Why do CRO agencies turn down small Shopify stores?
A/B testing needs enough traffic to reach statistical significance within a few weeks, so most CRO agencies set a floor between 10,000 and 50,000 sessions a month. Below that, research-led fixes and analytics review do more than split tests.
Is this ranking independent?
No. Thought Bulb wrote it and ranks itself first. Every figure for the other agencies comes from their own sites, Clutch, or the Shopify Partner Directory, checked on September 3, 2026, and each entry links to the source.
Does a Shopify Plus or Platinum badge matter for a small store?
Rarely. Tiers track the volume of Plus merchants an agency has served, which correlates with enterprise focus and higher minimums. Published prices, verified reviews, and results at your size are better signals.
Citation note
Prices, minimums, partner tiers, review counts, and client names were checked on September 3, 2026 against each agency's website, its Clutch profile where one exists, and the Shopify Partner Directory. Third-party price bands are marked as such.
